Warnings for the week of hedonism that go beyond, "Don't drink the water."

Michael Smith, a 20-year-old student at Middlesex County College, in South Plainsfield, N.J., is excited about spending his second spring break in Cancun, Mexico. Smith's big plan to protect his safety while in Cancun is basic: "Stay away from the police." If only it were that simple.

After coping with midterms, term papers, lab reports and internships, it's time to get away for spring break. Before you pack your bags and ditch campus with big plans to cause serious damage to your liver and your reputation, you need to think about your safety while experiencing life in paradise. Safety may not be the first thing on your mind when you are heading to Mexico, Jamaica or Panama City Beach, Fla., but it should be on the short list.

"Students let their guard down for spring break," says Karen Weeks, a travel agent with Council Travel in Cambridge, Mass. And she warns that even though the hot spots like Cancun and Jamaica will be crawling with American students, "A lot of those people are still strangers, even if they are Americans.

"We don't bring it [safety concerns] up if they don't ask, but they definitely need to know how to protect themselves," Weeks says. And she adds that so far, no one has asked.

Party insurance

To cover yourself in case your beer fund is stolen or you get injured during the belly-flop contest, Weeks suggests that you consider travel insurance. She says that while many people don't think of it, they should. Basic coverage is as low as $46 per month. And considering the worst case scenario, it may be worth budgeting for it.

Planning on hitting the high seas while on vacation? Chris Guidette, spokesman for the Insurance Information Institute, says that you should check your insurance coverage before you hit the waters, especially if you plan on renting a jet ski or boat. He suggests that you buy inland and marine coverage if you can. Even though you may be living on Ramen noodles, when you are in another country, "You may be perceived as a rich American," he says. "If you have assets you want to protect, it is a good idea."

 

Before you rent that cool convertible to impress the chicks, Guidette recommends that you check your auto insurance policy. He says that most auto policies cover rental cars, so you don't really need the additional coverage offered by the rental agency. However, if you are traveling to another country, you definitely want to double check that you are covered while there. And don't forget: If you are in a fender bender, you will still be liable for the deductible.

While cruising in your phat ride, you don't want to disregard the drinking and driving laws of your foreign destination. Although you are in the middle of the party of your life, local authorities will be on the lookout for drunk drivers. And don't think because you are an American you can get away with breaking any laws.

Breaking the law, Breaking the law

Mayer Nudell, a travel safety consultant from Falls Church, Va., says that while on vacation, most people ignore or don't bother learning the rules of the country they are visiting. He says that some of the most frequent incidents of illegal activity include changing money illegally, street fights or disputes, drug possession and withholding pay for services.

He says that in the United States commercial disputes may be handled by your insurance company or credit card issuer, but businesses in other countries may simply call the police to settle the dispute. He says that a certain number of visitors run this risk, and agrees with Guidette that foreigners are perceived as affluent.

Nudell also strongly agrees that you take the time to learn the laws of the land you are planning to visit before you get there. He says many people get in trouble due to ignorance of local laws. "It's not difficult, time consuming or expensive to find out about rules in another country," he says. Nudell points out that this information is available from the U.S. State Department, the U.S. Consulate, your travel agent, the tourism office where you are planning on vacationing and even your university.

One stop shopping

Learning these rules is really a piece of cake. I checked out the U.S. State Department Web site, picked a country I am interested in visiting, and with a few clicks of the mouse I learned about their drug laws, lodging, driver's license information, road conditions, youth hostels and discount programs for students.

One suggestion from the State Department is to obtain the International Youth Travel Card. Available from Weeks' company, Council Travel, the card is for 12 to 25-year-olds and boasts benefits such as reduced air fares, discounts on transportation and accommodations and basic health insurance coverage.

While the last thing you want to do before you leave for your wild and crazy spring break is more research, finding yourself sitting in a cold jail in a foreign country will make you wish you had.
