To completely get rid of fleas is quite difficult, especially if there are a number of pets in the environment and the dog has free access to the outside.

Treat the areas where your dog spends most of his time, including outhouses and sheds, but particularly where he sleeps. Washing the bedding regularly in hot water will destroy any young fleas, but not the eggs, and vacuuming the carpet helps too.
Treatments that have an effect on the life cycle will be useful, but remember that it is likely that new fleas are coming into the house all the time. Treat your dog and home all year round and hopefully things will get better!
The black spots you mention could be 'flea dirt' if they are on the skin. This flea dirt is the digested blood excreted by the flea. It will change to red when it comes into contact with water.
Comb your dog's hair, and transfer any black spots onto a piece of tissue paper. Add a drop of water, and if there is a reddish stain, it will show that this is the excreted blood product.
If they are young fleas, there are now very effective treatments against the pre-adult stages of the most common fleas in the dog, Ctenocephalides felis and Ctenocephalides canis, which you can get from your vet.
It is important to take your dog along to the vet's anyway, as all pets should be regularly checked over by a vet. The older the pet, the more often this should be.
In addition, a lot of flea preparations are POM (Prescription Only Medicines) and can only be provided by the vet who is looking after the pet.
Remember Elaine cannot replace the vet who normally looks after your pet and they should always be the first point of contact. If you are concerned your pet may be ill, don't delay contacting your own vet.
