It's terribly difficult watching someone you love struggling with depression and yet refusing to get help.
People of your mother's generation sometimes feel ashamed of being depressed because of an old-fashioned attitude to mental illness.
So assure her that it's not her fault and gently tell her that if she had something physically wrong with her she would see her GP and it's just as important to seek help with depression.
Also explain that it's worrying for your father and the rest of the family to see her so unhappy and acknowledge how difficult it must be for her as well.
Suggest again that you go with her to the GP, if she refuses suggest that at least you take her to her appointment even if you don’t see the doctor together.
If possible talk to her about why she is feeling depressed. Perhaps she is finding it difficult to cope with your father's health problems or finds that life is too restrictive and she would like to go out more and be more independent.
