An itchy, dry and flaky scalp is usually caused by overgrowth of yeast organism in the skin. Most anti-dandruff shampoos contain agents which work to kill yeast.
If the normal shampoos recommended for your problem are no longer effective, then it is a sign that yeast is active elsewhere in your body.
To get lasting relief from your symptoms you are almost certainly going to have to tackle the yeast from the inside.
The main pool of yeast within the body is usually the gut, and it is therefore important for you to avoid all foods which may encourage yeast growth here. These include sugar, alcohol and refined carbohydrates like white bread, white rice and pasta.
Other foods which may also feed yeast in the gut include yeasty, mouldy or fermented foods such as bread, dried fruit, cheese, stock cubes, alcohol, vinegar, soy sauce, peanuts and mushrooms.
Avoiding these foods and basing your diet around meat, fish, fresh vegetables and whole grains like brown rice, yeast-free rye bread and oats for two or three months will almost certainly improve your symptoms by starving yeast out of your system.
At the same time, I recommend that you take a supplement containing healthy gut bacteria (acidophilus).
By helping to restore the balance of organisms in the gut, taking this supplement should help to prevent yeast overgrowth in the future.
For topical relief I recommend that you try a lotion or shampoo containing tea tree oil. Through its natural anti-yeast properties tea tree preparations can bring considerable relief from itching and flaking in the scalp.
