Private clinics no better than NHS, MPs say

LONDON - A government campaign to send National Health Service (NHS) patients to private clinics in an attempt to cut waiting lists has brought no major benefits, a parliamentary committee said on Tuesday.

The House of Commons Health Committee said in a report that it may be cheaper to open more NHS hospitals rather than use the clinics for operations such as hip replacements. Any expansion of the independent sector treatment centres (ISTCs) could lead to the closure of NHS hospitals and "destabilise" NHS trusts, the report said. "(The clinics) have not made a major direct contribution to increasing capacity," the committee said. "We are not convinced that ISTCs provide better value for money than other options such as more NHS Treatment Centres." It said the clinics were poorly integrated into the rest of the NHS and the regulation of its doctors was "not as rigorous as it should be".

Waiting times have dropped, but it was unclear whether the clinics had contributed to the fall, the committee said. Higher NHS spending and a greater focus on waiting lists may have played a part.

 

The British Medical Association called on the government to stop signing up more private clinics, saying money had been "squandered" on the system.

"For the last three years, the BMA has been shouting from the rooftops about its concerns," its consultant leader Dr Paul Miller said in a statement. "If only the government had listened to us in the beginning and re-thought their plans."

The government plans to provide about half a million operations a year in private clinics.

Prime Minister Tony Blair's NHS reforms have run into strong opposition from unions and some within his Labour Party.

He has pledged to turn to the private sector only when it can provide a better service than the NHS.
