Government aims to stop work bullies

An expert group is to be set up to look into ways of winning the war against workplace bullies, the Government said today.

Frank Fahey, Minister for Labour Affairs, vowed to hit back against bullying and address the causes of stress and ill health at work.

A fair and consistent system of redress was needed for workers to take action against employers without fear of repercussions, the Minister said.

"For some time I have been concerned at the loss of workdays, ill-health effects, including stress, workplace difficulties and general dysfunctional work cultures which bullying and the resulting stress is causing," the Minister said.

"We now need to take stock of where we are and consider introducing preventative practices and procedures to address the challenges which have arisen for those dealing with the fallout of bullying on a daily basis."

 

Tackling the problem

An expert group will be set up next month to examine bullying and the resulting stress in the workplace, Mr Fahey said.

A Government report at the beginning of this year revealed 10 per cent of women and 7 per cent of all employees had suffered from some form of bullying at work.

The Minster said he was anxious to address the causes of stress and ill-health at work and to fill gaps left under present legislation.

The Health and Safety Authority (HSA), found that company owners or managing directors accused of bullying at present investigate themselves.

The expert group will examine how well current measures prevent bullying, identify necessary improvements and address the impact of bullying on stress and health.

Chairman Paul Farrell, a consultant with IBM Ireland, is expected to report to the minister in early December.

Mr Fahey added substantial progress had already been made to improve working environments but more was needed to bring Ireland into line with other nations.

A HSA bullying response unit, a charter on dignity in the workplace and codes of practice have all been introduced since the problem was highlighted in the 1990s.
