Cosmetic surgery cut off the list

 Four primary care trusts are no longer offering patients cosmetic surgery in an attempt to cut costs. The measure is part of a drive to ensure funds go to areas of greatest need and maximum benefit, health officials said.

The reforms have been introduced by four trusts serving North Yorkshire which had a total "cash shortfall" last year of £51million.

A small number of cosmetic procedures, such as varicose vein treatment, will no longer be offered unless there is a strong case, managers said.

"It has become increasingly clear the four PCTs are living beyond their means, in other words planning to spend more on the health of local people than we receive from national funding," added trust chief Penny Jones.

 

"We have a responsibility to get back into financial balance.

"A great deal has already been done to keep our administrative costs under control, stop any non-urgent spending and not fill vacancies except where essential," she added.

The trusts will also work with GPs to reduce referral rates to hospital and cut some routine outpatient follow-up sessions.

The proposals also include reducing treatments carried out at local hospitals to the national average and to explore more cost-effective prescribing of drugs.

"The measures are aimed at ensuring we examine very carefully how every pound is spent and how and why patients are referred to hospital and what procedures they undergo," Ms Jones said.

David Johnson, chief executive of North and East Yorkshire and Northern Lincolnshire Strategic Health Authority, added: "This is the most difficult challenge we have had to deal with." The four trusts affected are Selby and York, with a shortfall of £20.2million, Scarborough, Whitby and Ryedale (£18.1million), Hambleton and Richmondshire (£7million) and Harrogate (£5.8million).
