Interest Rate Roundup

Here's a look at the state of interest rates on five common consumer banking products and the latest rates from Bankrate.com's weekly national survey of large banks and thrifts conducted Nov. 15, 2006.

Mortgages
Rate: 6.24 percent (30-year fixed) Average points: 0.32
Mortgage rates fell about a sixteenth of a percentage point after a report of wholesale prices showed that they plunged in October. The hint of a slowdown in inflation was followed by a drop in mortgage rates, both fixed and adjustable. The average 30-year fixed rate fell 8 basis points, to 6.24 percent from the previous week's reading of 6.32 percent. A basis point is one-hundredth of a percentage point. The average 15-year fixed, which is a popular option for refinancing, fell 4 basis points, to 5.98 percent. On bigger loans, the average jumbo 30-year fixed fell to 6.47 percent from 6.56 percent. Adjustable-rate mortgages fell in smaller increments. The popular 5/1 ARM dropped 3 basis points, to 6.13 percent, while the one-year ARM fell 4 basis points, to 5.87 percent. Rates were affected by the Producer Price Index, which showed that core inflation fell 0.9 percent in October and rose 0.6 percent in the year ending in October. Lower wholesale prices don't necessarily (or immediately) translate into lower retail prices. Nevertheless, bond traders took the PPI report as a sign that inflation is ebbing. The resulting demand for bonds depressed yields, and mortgage rates followed.

Home equity products
Rates: 8.23 percent (line of credit); 7.95 percent (loan)
Home equity products went in the opposite direction from mortgages, climbing 1 basis point each. The average home equity line of credit rose to 8.23 percent, 2 basis points shy of the prime rate. Most HELOCs are indexed to the prime rate. Fixed-rate home equity loans rose a basis point to 7.95 percent.

Auto loans
Rates: 7.83 percent (60-month, new car); 8.75 percent (36-month, used car)
It's status quo for interest rates on car loans this week, as all of the average rates remained the same. The 60-month new-car loan -- now the most popular length of loan -- is at 7.83 percent, the 48-month at 7.79 percent and the 36-month at 7.73 percent. The 36-month used-car loan rate is 8.75 percent. Tuesday the CEOs of the Big Three automakers met with President Bush and discussed some sobering statistics about the cost of building cars in the United States. Each told the president that his or her company spends more on health care per vehicle than on steel, which adds about $1,000 to the cost of the cars. With manufacturer rebates extended to try to move the 2006 models, it may be a while before the American manufacturers return to fiscal health.

Certificates of deposit
Yields: 3.83 percent (1-year CD yield); 4.12 percent (5-year CD yield)
Another week of average CD yields barely budging. The average one-year CD yield held steady at 3.83 percent, while the six-month gained a basis point to rise to 3.60 percent and the five-year dropped 2 basis points to 4.12 percent. This is the third week in a row that the five-year has declined; it stood at 4.17 percent three weeks ago. Jumbos shared pretty much the same fate. The one-year nudged down a basis point to 4.27 percent and the six-month stood firm at 4.08 percent. The five-year jumbo dropped 2 basis points for an average yield of 4.36 percent.

Credit cards
Rates: 13.16 percent (standard fixed); 14.79 percent (standard variable)
For the first time since last winter, the average interest rate on standard fixed-rate cards has risen, to 13.16 percent from 13.08 percent. The standard variable card remains at 14.79 percent. For all cards -- standard, gold and platinum -- the fixed rate also rose, to 11.79 percent from 11.74 percent. The variable rate remains at 13.92 percent. While consumers are expected to spend $457.4 billion this holiday season, the National Retail Federation recently found that debit or check cards will be the most popular methods of payment, not credit cards. Of those surveyed, 39.1 percent said they will use debit/check cards, and only 30.5 percent said they would be paying with credit.
