Contraceptive jabs for teenage mothers

Teenage mothers will be offered contraceptive jabs or implants to prevent them having a second child, ministers said yesterday.

They will be steered towards long-lasting contraception through schools and drop-in centres to curb future unplanned pregnancies, said the Government.

Ministers want to encourage three-monthly injections and implants because they are less likely to lead to pregnancy than the pill or condoms. This is because women do not have to think about taking precautions every day or each time they have sex.

But injections have proved controversial, with critics claiming they could increase promiscuity. If used on their own, they fail to protect against sexually transmitted diseases.

Families Minister Beverley Hughes also said every young mother-to-be would be assigned an adviser. They will guide teenagers through pregnancy, counsel them on breastfeeding and encourage them to go back to school or work.

In ten trial areas, these advisers will be personal nurses who make home visits to the girls for the first two years of their baby's life.

Guidance to health workers issued yesterday also tells them to encourage pregnant youngsters to consider future contraception while they are pregnant. Specifically, teenage mothers should be made aware of the risk of repeat pregnancy soon after birth.

Teenage parents should also be told 'about the range of contraception available, particularly long acting methods of contraception'.

Schools are also expected to play a key role in getting young mothers better access to contraception. Many secondary schools have onsite clinics where all pupils can arrange emergency contraception without their parents' knowledge.

Ministers launched a strategy to reduce teenage pregnancies in 2000 although its success is disputed. Pregnancies among under-18s rose in 2005 to 39,683 - up from 39,593 in 2004 and much higher than the 35,400 recorded in 1995.

Norman Wells, of the pressure group Family and Youth Concern, said: 'So long as the Government encourages teenage sexual activity by making contraception freely and confidentially available in school clinics and other settings, teenage pregnancy rates will remain high and sexually-transmitted infection rates will continue to soar.'
