New York, California top list of states with high ID fraud rates

New York, California, Nevada top list of states with highest rates of ID theft

SAN FRANCISCO (MarketWatch) -- If you live in New York state, California or Nevada you face a greater risk of falling prey to identity theft than residents of other states, according to a new report.
Arizona and Illinois round out the top five states with the highest rates of identity theft, according to the report by ID Analytics Inc., a San Diego-based firm that works with businesses to track and reduce fraud.

Consumers are least likely to be hit by identity fraud in Wyoming, Vermont, Montana, North Dakota and New Hampshire.

Meanwhile, New York, Detroit and Los Angeles topped the list of metro areas with the highest rates of the crime, according to the report, based on an analysis of fraud incidents relative to the number of credit applications submitted to certain businesses from January 2005 through mid-2006. ID Analytics operates a database containing information on about 3 billion transactions, the company said.

Don't let your guard down
While residents of Wyoming might breathe a sigh of relief, they still need to be on guard, said Stephen Coggeshall, chief technology officer with ID Analytics, in an interview.
"I'm not sure I would say consumers should feel safer, but perhaps it's not as much of a concern," he said. "Identity fraud is more prevalent in the risky cities and it is less prevalent in the less risky cities. Even so, everyone should be aware and concerned about this."

One reason is the risk of fraud online. "There is some level of online fraud that occurs and that's pretty much spread across the U.S.," Coggeshall said.

The findings provide a sort of roadmap for businesses and law-enforcement agencies "to understand where risk is occurring," he said.

But most importantly, he said, is that "consumers need to have a general awareness of the level of their identity-fraud risk," he said. He recommends consumers protect themselves by monitoring their mail closely, shredding credit offers and avoiding sharing personally identifying information such as Social Security numbers.

New identities created
While many consumers are well-versed in the problem of having their identity stolen, that's not the only type of identity fraud, Coggeshall said. Synthetic fraud, where thieves create entirely new identities, also hits businesses hard, counting for as much as 90% of the fraud cases businesses face. Often, consumers aren't affected by such fraud -- until businesses pass along the effects of higher costs, he said.
"Indirectly, we're all hurt because we all have to pay the penalty of identity fraud through raised fees from the institutions," he said.
